Agenda Title:
Authorize Mayor and Finance Officer to Sign Addendum to Agreement Between the City of Rapid City and Destination Rapid City for Construction and Development of Memorial Park Promenade and Approve Updated West Memorial Park Implementation Plan.
Summary:
The City and Destination Rapid City executed an agreement on August 20, 2012 for the construction of the Memorial Park Promenade.  That project has been expanded to include the Legacy Commons playground area in Memorial Park and improvements to West Memorial Park, including a parking lot.  This Addendum to the previous agreement incorporates the additional improvements into the previous Promenade agreement and formalizes the responsibilities of the parties with regard to the additional improvements.  The implementation plan has been revised to reflect updated cost estimates and potential funding sources.   The Public Works Department is recommending to not apply for the FTA Grant due to concerns and potential litigation raised by the Friends of Rapid City Parks organization.  Portions of the FTA Grant are used for the operation of our transit system and the City should not risk losing or delaying that revenue source.
